  3. Phone number: Next, dial the Bulgarian phone number you’re trying to reach. If the number starts with a 0 (zero), you should omit this 0 when dialing from a foreign cell phone.

So, if you call from a US phone to a Bulgarian number, your dialing format would be 011-359-(Bulgarian number without the leading 0).
