From a U.S. Cell Phone

To dial a Bulgarian phone number from a foreign cell phone while you’re in Bulgaria, you’ll need to do the following:

  1. Exit code: Dial the exit code for the country where your cell phone is registered. For example, the exit code for the U.S. is 011, and for most European countries it’s 00.
  2. Country code: After the exit code, dial the country code for Bulgaria, which is 359.
  3. Phone number: Next, dial the Bulgarian phone number you’re trying to reach. If the number starts with a 0 (zero), you should omit this 0 when dialing from a foreign cell phone.

So, if you’re calling from a US phone to a Bulgarian number, your dialing format would look something like this: 011-359-(Bulgarian number without the leading 0).
